This is a great midrange card - strong turn 5 (especially for Garth with Anklebreaker). Having 2 copies should be fine...

To exile it at the end of your turn. You still have to deal with a board full of defenders for a turn.

One of the rare location that isn't a tempo booster and one you can actually add in most deck the NC part is way too disruptive to be worth playing imo. Even more considering it will reactivate the location under it if there's one so Citadel can't really act as a good Location counter. What I suggest is;

1SE: This location is shuffle back into it's controler deck at the end of your turn.

or

1SE: All locations are exiled.

I dont understimate in absolutely, but for mid-advanced game, and make playable this location in comparison with Lorhon or Garina, needs a better cost for be removed... need force the player to remove it and sacrifice something, or don't have sense give it space in any deck... is just a location for quit 1 SE in turn 5+ ....

Defender is just a super conditional stealth. You could think of this card as much as Cover of Night or Valiant Defender. You don't know these cards? Oh.
