I think combo decks and control decks not existing has a lot more to do with the fundamental mechanics of the game, and a lot less to do with whether there's a mulligan. The fact that the active player gets to decide which opposing allies to attack, the fact that there are no "interrupt" spells that may be played on the opponent's turn, the fact that literally every card in this game is a potential resource... these are the main factors that shape the SE meta to be so heavily focused on mid-range and rush decks.
Magic, on the other hand, allows the defending player to choose blockers, has interrupt spells, and in general has a slower/less reliable ramp-up in its resource system (of course there are exceptions to this). All of these things allow combo- and control- decks to have the longevity to reach their win conditions.
While I would like to see more variety in the types of viable decks, I seriously doubt adding a mulligan is the right way to go about it. I'm concerned it would have the opposite effect... adding more tools for the rush- and mid-range style decks to have more consistent opening hands could push the meta even more in that direction.

I was thinking about how certain combo decks can resort to stalling tactics while they wait for their combo to set up. Obviously combo decks don't want to dilly-dally if they can help it and would rather pull off their combo ASAP. My point was that the basics mechanics of SE tend to favor strategies that don't focus on stalling (Millstalker is a notable exception).
It seems it's already stopped...I really can't believe that this unfinished product (the SF set) has been on the live server for so long (and completion is still a LONG way off)...needless to say, I'm turned off (very unprofessional)...and this update did have a lot of artwork, but there is still TONS left with placeholders...lots of bugs that haven't been fixed yet and more keep getting created.

and I for one supported the KS, SE, and Wulven...not just with words and actions, but also financially. KS bonuses are being delayed FAR too long (there is absolutely no reason at all we haven't been given 1x every SF card for giving 175CAD or higher...all backers at that level now already have a complete SF set so thanks alot)...and those backers asking for our custom sleeves can stop asking ---- we will NEVER get those! (just like we will never have an auction house). To say I have lost all faith is an understatement.

hmm this is the perfect rule for all my mill decks...
I honestly think this should be tested in test server before implemented.

The test server avoids pissing people off by wrecking their chances in the current season, streaks, or what-have-you. It's an environment where one has all the cards available, and experimental save slots, etc.
Using the test server is a good idea, generally. Sometimes I feel that SF should still be only on Test....
