I love the idea but I agree with houshasen that it may be underpowered even with it not costing 2 resources to play. Its kind of like Campfire Storiesright now but perhaps it would be more useful if it said "All friendly heroes and allies gain 2 health." Also, I don't think there will ever be a card that actually says it costs 0 resources. There is no need if a resource is thus removed from the effect. Take Shriek of Vengeance
for example. It says its cost 1, but since a resource is removed anyways, its essentially cost 0. If you use it while you have 7/7 resources, afterwards you will have 6/6 resources available.
I would love to see cards like this implemented into the game, Keaven!
