It's hard to say if this is balanced. In a CCG where ally's could block and therefore didn't have to exhaust to do anything, it wouldn't be as powerful. But in shadowera, that's not the case. The only allies safe from this are newly played allies and protectors you don't care to attack with. Maybe it should cost 4. Maybe not. If there were more protectors or it didn't target allies who used their abilities but did not attack, it might be fair at 3.
