Good Ascendant is supposed to heal friendly allies each turn. The Thunderstone Goliath in question was a friendly ally that failed to receive healing multiple turns in a row (and presumably would always fail in this manner).

Is there a particular match this happened in? If you give the IGNs (In Game Names) of players in the match it makes it easier to look into.
Only thing I can think of at the moment is that if Goliath was only damaged for 1, perhaps GA won't heal it at all, although I doubt that's the actual ruling for GA, and I've never really used GA to know.
could be due to health reduction (not damage)???
