Flare Card Text is (Potentially) Misleading [NOT A BUG]

On the ally card Flare, the text reads:
"While there is another Elemental ally in play, Flare costs you 1 less resource to summon and it has +1 attack."
I am not sure if this is intended to read as:
"While there is another FRIENDLY Elemental ally in play, Flare costs you 1 less resource to summon and it has +1 attack."
I have not tested it out during game play so I do not know if the opposing Elemental allies count towards flares ability or not. If opposing Elementals do effect it and they are meant to, then no need to fix anything. However, if this is not the case, please reword the card text to ease confusion.

I actually caught this once before and it is intentional that it works off of opposing elemental allies.
