The card has been out less than a week and you want a redesign?
Let's pretend it's been a while longer though ...
So he would become the ultimate opposite to Kion? They are not meant to be mirror opposites.

It is one of my greatest hopes that in the future, mankind achieves enlightenment so high we would not need rules, laws, or government to keep the peace and govern ourselves. By our own motivation and volition, we would do what is right and just because it is right and just. This is the central tenet of anarchy. Not chaos and lawlessness, but free will and self-actualization.

If they WERE mirror opposites, they would not be anything like equal in power. Vull's would be much stronger, since it would be more immediately usable.
I think they are fine the way they are: they each offer a different potential benefit, which the opponent has a chance to nullify.

Still shadow did get slightly worse ally, as damage reduction is very useful, while Vull's ability is situational. I think usage stats will show that Kion is much more used.
I milled fat Garth with rush Loest. Twice.
I stalled Moonstaller with Rothem.
I played Ter with monopoly cards and 4x toll bridge and managed to win a tournament.
I cast Portal and Kris in one turn and lived to tell the tale.
I guess I can see Vull's ability being a little better. However, we are talking about a turn 7 card. Kion's ability maybe is not offensive but it is dam strong.
I disagree with you though about the opponent having a chance to nullify their abilities.
Sure, you could maybe limit the effectiveness of Vull's ability but you can do nothing about Kion. He comes down and it is in effect. Vull needs you to play him and to kill an ally in order to activate his ability.
So maybe we go something along the route of increasing damage to opposing hero (but not allies) by 1. I do think he should have some form of Enter-the-board ability to compete with Kion though, even if it has a different identity.
Heck even increasing weapon and ability damage (but not allies) would be cool.

Vull is a win more kind of card. If you are winning already and you get him in play, yeah, you still win. Although the comes into play effect is useful against wulven stealth, and having steadfast on a biggie is handy. The creature boost is not very impactful in my mind. Who knows, more creative players might find something there.
