The reason is very very simple: a card needs to be in play to have an ongoing effect on the game. And it's for this reason that the Standard Resolution Order does not include cards that are not in play.
Maybe the confusion is over what is ongoing and what isn't? Well, for starters, if the effect mentions a duration then it is ongoing. If an effect uses the words "have" or "has" then it is ongoing. If the word "gains" is on there, it is not an ongoing effect but a one-shot effect that changes the value. If a negative effect is given out with no mention of a duration, then that negative effect has been gained just like a keyword like protector can be gained.
