The numbers are tailored towards a 40 card deck, so for the current 1.28 build. A different deck size would have effect on all numbers, though the main idea would remain the same: Put at least X cards in your deck to support a specific goal, otherwise this goal won't be met in a dependable fashion.
This principle is supposed to provide a quick and easy way to build, refine and double check a deck for the current format. It derives from my own experience in which a goal represented with less than 6 cards in a deck of 40 is just not a reliable option if you are counting on those cards continually throughout a whole lot of matches. As I said in the beginning, it's part gut-feeling, part math.
Will add to the thread some more over the weekend, Sunday or so probably, for example pointing out being able to use "The Rule of Six" for adding as many sub-goals as may fit in order to refine your deck.
E.g. if your Hard Hitters would be 4 Minotaur and 2 Shadow Knights plus you would also like something against stealthed creatures, it might be a good idea to change Minotaur vs Behemoth and together with Thaddeus and your creature removal you have ample of options vs stealthed creatures.
