Currently, there's only 165 cards in the game. So there's still 35 left for the first set. You may not see all 165 cards at the merchant since all cards have a certain stock and they can run out. While waiting for the Merchant to restock, you can either purchase booster packs in hopes of randomly getting it, or check the Merchant frequently since players do sometimes sell out of stock cards.
