No worries. Well, I guess I might as well post the results here then. Oh, what the heck, now that I read over your original post more carefully, you were reporting a different issue than I had thought. Okay, so for this game, yes, you did lose 3 rating, the game expired because your opponent didn't finish their turn in time.
As for whether that's normal or not, unfortunately, it does fall in the realm of normality as with this rating system, you sometimes can lose rating even though you won a match. That's why you may notice a bunch of threads wanting tweaks to the current system.
As always, I also reviewed your opponent's account as well and there was no cheating as far as I can see.
Can you also review this player "vinkev" because he is ultra dodgey.

One chat is on the live server, if you see that guy, don't believe the lies he spouts. He might say stuff like, "actually, I'm AnAdolt" or "no seriously, I'm really AnAdolt"—but do not believe his sophistries!
