A card is added to your resource pile so you gain 1 resource like it is done when sacrificing or when devoted knight is killed on your turn. It's not a bug.

Resources are unspent when created and spent topdown, so yes it is like "renewing" a resource if you spend your last (bottom) resource and then gain a new (unspent) one on top. Forgiveness works the same way.

No, it's just how the resource system works. It's a pro play, not cheating.
