It's not a bug. Protector prevents allies without it from being targeted by opposing player. Foe attacks ally that is summoned without targeting it by a player so it bypasses protector.

There appears to be an inconsistency then. I remember during testing Sneerkrug protected allies from camouflaged foe when summoned.

Protector (Allies without protector can't be targeted.) This prevents standard attacks that include targeting opposing allies. Foe autoattacks, so there is no targeting involved, thus he can bypass protector. Sneerkrug's ability is: Other friendly allies with Bow attack can't be attacked while Sneerkrug is undamaged. This wording covers both targeted attacks and auto attacks by Foe and Riphide. It works more like Stealth, or to be more accurate like Valiant Defender, than a Protector.
