So at t4 you can have up to 20 resources when combined with feedback, mimicry and lots of draw. Looks like fun

T2 looms of fate
T3 crystal shards
T4 accelerate + feedback
+ Accelerate + bad santa + mimicry + feedback and so on

Wow, very interesting. Seems fair at least, since all players get boosted.

Also, for clarity, shouldn't it at least say "place them on top of their resource pile." Just to be consistent with things like Darklight Timelord.

Being one of the cards that I was unaware of, this card fascinates me and is the kind of card I love to make work well (not to mention my cries for good ramp cards for years now :P). Even if the effect is beneficial for both players, you can build your deck around this to take advantage of it. There are a lot of implications for jumping the game ahead a few turns as well! Cannot wait to give this one a go!
