Shocking grasp should kill larayan knight but did not in a game tj inevitable vs 17 paxvobiscum. We drew right after but i think it's easily replicable.

Clockwork Soldier does not gain Haste when Lance's effect is used on it the turn it converts to an ally. RS Ab1odun vs AA1 Juaskop Turn 4. Is this correct?
^ That would be because Clockwork Soldier's effect says he "returns to play". "Returns to play" or "Enters play" isn't exactly the same thing as "Summoned", and Haste only works on allies that are summoned. Same reason why allies revived by Gravebone don't gain haste from Portal. Summoning is a form of "enters play", but is specifically from the hand, the broader term "enters play" describes entering from other places (graveyard, deck, etc.) as well.
Short version: all Summons are "enters plays", but not all "enters plays" are summons.
