If you try to use the ability for Garina Road, it maximizes the view of the card as normal, then not only will not let you use the ability, but stays there. This prevents attacking with any of your allies.
Edit: Interestingly, your opponent can use it just fine. Don't know whether I should feel good donating rating on behalf of the dev team or not...

Does this happen with any other locations and is it a new thing happening only in 3.50?

We've confirmed this bug is the same as being fixed in 3.502. It was caused by us updating to the latest version of Unity (from one six months old).
