I don't think anyone ever confirmed the WC finals would be run by guilds, only that I was hoping to hand it over to someone else official. Some of last year's qualifiers were run by players in guilds.

But since Kyle's latest thread (about SE being sold to its players), I think we can't state anything specific about WC2017 any more. It will be in the hands of the new board and token owners.
