In the mode of Braxnorian Soldier stopping haste or SEB stopping ability damage, Plague doctor stops resource destruction/removal/limitation. It seems to me that for it to be effective, it has to be able to precede any resource destruction cards, and because Here Be Monsters is 3cc, this would have to be a 2cc ally.

I'm not married to that text, but the idea is that it counters not only Cobraskin Wraps and Here Be Monsters and Plague, but also Wulven Tactician and such cards as Toll Bridge and Crescent of Doom.
