Storm Coat extends to heros (3.15/3.16)

Storm Coat is letting heroes attack when they shouldn't be able to.

Also works with Wooden Staff, which is a weapon, not a support ability. (MD bugfinding!)
Works with Lay Low. (... thats been around for a while...)

Thanks for reporting what seems to be a very very old bug. Congratulations on finding it!

3.16 is being released at the moment, so this will need to wait for 3.17 now. (I think it's already waited a long time!)
