It doesn't exile the graveyards I think it should either exile them or be reworded to exile all allies 3cc or less in play

Hiya. The key rule is that cards in the graveyard are not in play, so they are not considered relevant unless an effect explicitly mentions the graveyard. This keeps the text simpler and consistent with other existing cards.
