With agreement of master Gondorian i'm presenting you "WC2015 Grand Finals edition"

Remind you the main idea:
1) one account will be set as "SC storage"
2) everybody who want to predict a winner of a tournament will post a bet in this thread after bracket is up and sending 100 SC to "SC storage" (there should be some info for confirmation of transfer, maybe screenshot of a letter to support)
3) after confirmation from "SC storage", people who make a call moving to bet list
4) the entry closed after first game of tournament will start
5) after final of a tournament "SC storage" sending prizes to people who guess the winner right

at simple scheme:
1) you see brackets
2) choose player and send me 100 sc
3) i will put you in bet list and we will wait winner of WC2015 Grand Finals
4) if you choose right i will give you 300 sc

P.S. you can make few bets and make few calls

This is confusing, what are the odds and who plays the bank? Can you give a detailed example to help us understand?

It's simple
You bet on Samj Becuase he is OP
You send 100 SC to sleeping Dragon
When Samj wins, SD send you back 300 SC
If by accident Samj didn't win, SD get to keep your 100SC

How about odds for each player? 1-3b for each player seems to be in huge favor for sleeping dragon. I got two ideas:
As soon as the brackets are up (assuming it's brackets), everyone submits their tip for every match with fixed amount of se and the winner gets the poll. Same thing for swiss - people would bet on the player's place in table. SD will get his provison fee.
Make odds for each player, regional winners have probably higher chance to win etc.

There's no need for odds and similar, jackpot could be simply split among people who predicted WC winner.
So if only one person wins he/she gets the whole prizepool because he risked on a player that nobody else claimed as winner. If more players guess WC winner it's a sign that it was an easier choice, so they will win less

This makes much more sense to me.
