After talking with Ancha who is not the tournament organizer here, I got another guess on the rules.
1. Allies with cost 5 or higher are not allowed.
2. Ally cards have to be exactly 2 copies of each in the deck.

Well the current explanation is still unclear. And according to SamJ that it's up to 2 copies of each ally with cost 4 or lower but my understand is exactly 2.

Exactly 2 of...? I believe this is where the understanding comes in, do you think that you can only have 2 allies? If that's the case then no, you can have as many allies as you like but they must fulfill the conditions of being 2 copies and under 4cc.

1- This week's special rule: Tiny Terrors of Noah's Ark: Only copies of 2 allies of 4cc or under! (i.e. 2x of Kris, 2x of Puwen, 2x of Aldon etc.)
2- You will be using a normal deck (allies, abilities, etc) with 2 copies of allies under 4cc. Say Victor with Bobcats but not 5 drops? That's legit I'll accept that. Gravebone with Dakrath? No that's not gonna fly.

There in rules 1 and 2 I mention multiple allies that fall under the rule and those that don't.
