it's an interesting kind of card, but as others have pointed out, it's a powerful effect, and balancing it with CC makes for a card that is difficult to play...I can't imagine striking the right balance between cc and that effect where it wasn't either completely OP or unplayable. I'm thinking other sorts of limitations would be in order...
