You can only attack Dimble at Quilmes right now, but Otto7 has already said too that he wants to attack the first available opponent. So I have to give him priority on this, unless he agrees with you to wait

so i hope i can take both Garth and Vic (for replacing captured mine)

Yes you can capture both Garth and Victor since you don't have any of them in your current list.
As about the new Generals's list, I am afraid that you can't get your Loest back since Dimble won his next war already! Would you like to put Garth in his place?
Or do you prefer to change your captured heroes to Loest and Victor to get the same Generals?

I don't get exactly what you mean about postponing wulven's ability? to not allow to use it if you are attacking someone already?
If that's it, then yes this was my intention. But since I haven't stated such in the rules, I can't force everyone to not ask for it. Because if they chose Generals with that impression, it will effect their strategy. However, I strongly advise everyone to complete all wars before claiming a neutral land.
