As well as people spending money to buy foils is going to help keep the game going. So buy all means this is good for all

Foils are Bling and now there are two ways of getting bling, real money or skills.

You finally get something good to spend your SC reserves on. Wulven needed this feature. I had around 15K SC from tournaments in my main account sitting around doing nothing. 10K later, I finally get foils for all the CotC heroes + alt DP heroes. So, yep this will drive players to buy SC or start participating more in tourneys to win them. QM ladder awards are looking pretty sweet too now.
