It's should be clear, but I'll try to explain further:
a) you never use all of your decks, one is banned and if you win 3-0 or 3-1 you don't even use all of the non-banned decks. How do I check the other decks? You only have to state the heroes you'll use, but you could choose the deck build more suitable for the opponent if it's a hero you've not used before.
b) 4 decks for every player, 32 players. Good luck checking history.
c) recent deck lock tournaments (Strike of Balor, Two Towers, Path ot Immortality etc...) asked to send deck list and nobody complained. Why? Becuse it's deck lock.
