Thoughtripper's Cutlass stealing (not a bug)

That's what Thoughtripper's Cutlass is meant to do, as of our balance changes in 2.86! Unless I am misunderstanding your report and you mean something different. I'll check the replay!

EDIT: The replay looked fine. The second sentence of Serena's ability puts cards discarded from the opponent's hand into your hand (stealing) rather than the graveyard.

yup, the mods threw a bone to Serena in this patch, as with the prior cutlass, almost any Serena deck you made would be better in all (non-solo) matches with Garth. Now cutlass sets her apart - as it should, it's got her name and picture.
