Pretty much. Like okay, let's name this new weapon after a specific one of our heroes, the Rogue Serena. Then let's also give it to Hunters for some reason. Too OP in Hunters? Give to Elementals instead. Too OP there as well? Make it Rogue only. And still it works better for the two other Rogues besides the one it's named after. This would be pretty much equivalent to making a weapon called "Amber's Greatsword", but having it be randomly useable by Priests or something, then even if the removed it from Priests having it still be better for other Warriors by making its attack unable to be increased or something.

It has been suggested before that the ability should be something like: "When combat damage from Thoughtripper's Cutlass causes your opponent to discard a card, target opposing ally takes 4 damage." This way could still help with board control and discard strategy at the same time, unfortunately it seems they'll never figure that it is probably a good idea to do this :/.

Just because it's named after Serena doesn't mean it's meant for her. It's named after her because its ability is the same as hers.
