I'm about 25-5 in my last 30 with Praxix and rated 267 with him. He's definitely a nasty hero if used properly, and not at all gimmicky...and yes, VERY fun to play with.

I'm sitting around 295 with him but he really does lack any kind of win condition, just hold them off until they run out of juice.

Start out with a fun deck concept, play it, and slowly tweak it to be more competitive. Who knows, you might end up with a new meta changing deck.
Executing a strategy successfully, overcoming a difficult opponent and winning, is all fun in itself. But simply creating an optimal deck can be a little heartless at times.
What I really love is creating theme decks, or finding unusual cards and strategies to play. There are many interesting, albeit generally sub-optimal, cards lying around unloved. I love experimenting although I'll freely admit I gradually lose interest if a deck is uncompetitive.
At the moment my main deck manages to make use of Katrin the Shieldmaiden, that makes me smile! I'm also working on a quirky Loest deck with no magic (fireball, lightning strike etc.), for some reason I love the idea of Loest being a one trick pony with his only 'magic' being that awesome exile anything ability.
I think the issue is that SE changes so infrequently that playing a competitive deck will become boring, even if you win.
