Because she was borderline unpleyable. I don't see how it is on same level with Lance or Ythans considering her ability can't affect board immediately. If anything it is more like Elementalis, which is 3se.

Every Tala, barring this one guy who made an obnoxious combo with Elenor, I handled with ease when it was 4. It was too slow at 4.

Because she sucked at 4SE
I think that's kind of the point. The problem with her ability is its too counterable to be anything but spammable, basically it was just too slow. Just like Elementalis' ability, it can be easily shut down and its quite easy not to get much from the ability in the first place.

The thing with her ability is that people use it wrong. They wanna buff strong allies when they should be protecting them with weaker allies. For instance buffing crippled allies keeps your foe from crippling additional allies unless they kill the crippled protector, buying you some time to strike back.
This is the reason why i think it's better than Elementalis' ability. But I agree that at 4 SE she would be weak. I still think it needs some revision. Obviously, having her ability cost 3 SE wasn't the developers' first choice so it's reasonable to say that they don't consider it optimal.
