    If anything, now with more good cards to use in sf, i would think min deck size would increase before max deck size would decrease. Just a thought

    hmm.. maybe 55 (1/10th of total cards)

    Minimum deck size serves a purpose of preventing 'guaranteed combos' in insanely small numbers of cards.

    Maximum deck limits would only serve a purpose if there weren't "copy limits" (ie the 4 card copy limit)

    The thing I find intriguing about SE - is that it actually has a fairly high minimum deck size due to its play (requiring a minimum of 10 different cards to make a full deck of 40... for a functional deck in MtG, you only need 8 or 9 cards outside of lands - only the extreme end of low-cost decks can get away with running 40 'active' cards). Though I suppose this is mitigated slightly my SE's sacrifice aspect, with the sacrificed cards acting as 'land'.
