It depends on my (rl) work. And whether I need the rewards. If i want the rewards (like lstorm now), i try to start as late as I can, as I explained, I want as easy a bracket as I can. 1000 pts can be 3rd in this bracket and 10th in another. Covers is all about rank.
Sometimes I need to work in the last 12 or 16 hrs of PvP. So I am forced to finish it early and shield up.
I usually wait at least 24 hrs.
If u start too early, there won't be big targets anyways and as i explained in banes chat, u do not want to be in top 10 too early, your fellow bracket players can see ur ign and set a target on you.
2. Starting early has some advantage. It prevents burnout and u can play at it a few times and at the last 45 mins. Or play a few times to climb, push at the last session and shield up. That's the whole idea behind banes: 2.5 days, play whenever u want, at your own pace, to reach the target. If u want to use shield, it's your choice. If you prefer not to use shield but will play to maintain at least 650 during the last 45 mins, good for u too.... As long as the requirements are met.
Pve is all about being able to play at the closing hours and every 5 hrs or 2.5 hrs. And those alliances who require high pve scores will need it's members to play at the pve actively, that means at least 3 times a day. Cos playing in pve in last 30 mins won't cut it: you might get a good rank in your bracket but your scores will be puny and will jeopardize total alliance score. And thus pve sounds a lot like work ...... For the same rewards as a PvP.......... . but yet pve entails much more time and effort and waking up at wee hours/playing at weird times.
And there is no 'gd' way to regulate pve requirements... PvP is so easy, 1950 for 3 PvPs.that's it. Trying to visualize myself as a alliance commander, I don't know how to set pve individual member requirements for each pve.... Must be a lot of work at 'regular' top alliances.... Am glad banes don't have to do that!!!
In truth, while I was in 5d omens, poisons and venoms, my morale was affected when I see some of my fellow members not playing pve much and yet they will enjoy the alliance covers.....
(Ok, not venoms, cos while I was in venoms, I was the bottom hugger for pve and PvP. )

yeah i dont have hard numbers for players to hit so its kinda hard when it comes time to cut someone. luckily we have a few people in stealth that will grind for first or second usually in pve to give us a buffer for the people who just contribute minimally to help get alliance rewards, i just ask that if you are not into grinding the pve to at least get some rubberband points from the essential nodes a few times each sub
the only way i feel you can put a number on a pve requirement would be to require players to hit a certain % of points of whoever leads the alliance in points. but you dont have a pve alliance anyway

% sounds like a great idea.
It will work if the top player in alliance is actually playing. Usually it does. But what if the formula fails to get Into top 100. But I digress, won't discuss pve alliance goals since banes don't play it.
Regarding who to level: mn mags is buffed in this pve event. So, lcap + mn mags = very strong.
Lcap red and blue covers all countdown tiles. You virtually don't lose any life when playing all-goon nodes.
If u have hood, u can even use his black to reduce timer on cap's tiles.
And the lcap blue protect tile can be a life saver.
If u play pve, I highly recommend lcap. Hands-down my fav pve hero.
If required in some nodes, 3 b/p boosts (maybe even 3 all-color) with mn mags and lcap will win any all-goon node, regardless how strong they are. Applicable in all pves.
