I would agree that those that don't end their turn and allow it to 'time out' are more obnoxious than Mill decks. Mill decks played properly don't have to lost forever and, in fact, typically win before the other person mills out.
I feel like people that time out turns simply create bigger issues.
Note: I use to play Millstalker, but realized it was far too fragile of a deck to play against the wide meta.
