I don't see the concern here. If you are going to go down the true mill path you aren't going to have much room for cards to contest board or stall out, which in this game means your opponent will have a good number of turns to get set up and start dealing damage.
With mill, think of the deck as your opponent's life total. This means that all heroes have instantly gotten Enrage equipped because the minimum deck size is 39 + hero (So you're already at a disadvantage). Also factor in that your deck is being milled as well, which means you're losing your threats and responses as well.
True mill is a viable and needed strategy in this game. Currently we only have stall, and I'm actually very excited to see what Praxix can do and what he brings to the SE table.

The point is that is forced milling...bazaar bad Santa, loot of fate is forced milling if you have less than 7 cards
For him it is usefull as well because he will be running I think a big card number deck with massive drawing and discarding , searching for stalling cards while milling Till the point comes and he played eternal renewal
There's a huge gameplay difference between mill and stall. I played a mill deck in MTG back in the revised edition days. It was fun to play because games didn't take long like they do with Moonstalker stall decks. You either rushed your opponent out of cards and won or you got destroyed because you leave yourself with so few win conditions. I can't wait to give it a try. Sure it can be frustrating to play against but no more than a solid control deck that locks the board down. Stall sucks. It's just like passing your turn over and over again.
i'm loving Praxix. discard is one of my favourite flavours in card games; along with artifacts and such.
the name of this game is Mill, not Stall. "Millstalker" is a misnomer because it solely relied on stalling, not milling. the game will be fast, and it will be furious, and it will be fun. unlike stalling, which is a 30 minute bore where you can't do anything but hope they pull the wrong card.
not to mention it's actually considerably more weak than in MtG; you don't instantly lose by being milled out. All Hope is Lost is not THAT great of a card - it has a specification requirement that may not be met upon drawing the card.
but it is a powerhouse for sure and i'm certain the PFG made sure it wasn't too OP, but just right - counterable, yet strategically well off.
i'm going to start making a decklist for Praxix Mill right now, excuse me...

For me it can be played mill and stall in same time
Mill by the drawing and discarding cards
Stall by 4 mind control, 2-3 energy discharge,4 rain delay, 4 Armor of ages, 4 Master smith, 4 evil ascendant, 4 fussion terror ect then 4 eternel renewal and the goes again all over
So it's a combination. Of both

All comes down to deck space. You can't expect to run an 80 card Praxix like you do Millstalker, because he has very few board shutdown options (Rain Delay, Energy Discharge and Armor of Ages are really all). He will be a very tight 40 card deck.
You're also forgetting that you can simply play him as a disruption deck, using his ability to throw your opponent off while you benefit with cards like Reactorary and Brimstone Devourer.
