I'm guessing you asking if you can participate in a tournament from a phone? (or do you mean create and host one). If participate, yes. The hard part would be that you need to join the IRC channel #tournament prior to the tourney start. And then you would likely need to leave IRC in order to play the game (so communication with your opponent once brackets are listed would be very important). You'd likely need to hop back into IRC in between each opponent as well. I never play SE on a phone and the web is the most reliable and recommended for competition.

No problem...but technically as long as you can play SE on your device (phone, iPad, comp), you could play in a tournament...the communication would be the hard part if you can't be on IRC and in-game at the same time (but I've seen people make it work).
