Assuming that you don't recycle Cobraskin Wraps and you manage to play all 4x of each, Plague will destroy a maximum of 8 resources and Cobraskin Wraps will destroy 4, for a total of 12. However, they will also cause you to lose 8 resources. Recycling Cobraskin Wraps will not actually gain you a resource advantage, since it destroys one of your resources for every opposing resource it destroys. Remember, your opponent can't play more than one resource per turn, but neither can you.

Furthermore, since there are no designated resource cards, any card your opponent draws can be a potential resource. This means that, if you don't restrict their draw power, you won't restrict their resources either. Bazaar and Bad Santa mean that your opponent will never run out of potential resources.

Also retreat seems out of place. It give opponent a card advantage. Exactly what you don't want.
