We had a neighbor this year who let his dog do his business in our garden and also dig around and damage some plants. My parents had a talk with them. Since then nothing happened. They now take it to walks like they should've done.

It's pretty daft I'll admit, but I've got something dumber.
I once new a kid who threatened to sue one of his friends for not giving him a Bakugan.
Although I must admit both people involved were 10 years of age.
