It's to mask the next Trap you place. Death Trap and Snare Trap then costs 0 or for that matter any trap. It's not pretty useful now IMO but as more traps are released, it'll probably be more usable

I ran 4 of these in my trap heavy Baduruu deck. It allows me to pop out an extra trap by turn 4 which is when i drop his weapon and start cleaning up the board.
It also masks which trap you put out. Most players are aware of the trap costs and can work out what's what. This way they cannot. As for the rest of the game he was just a cheap ally to put out when i had nothing else for gunthars double
On the contrary I think that since so few traps are actually used, Master Trapsetter is valuable because its relatively easy to guess what trap it is based on the hero and the cost, and he helps to hide the cost.
As more traps are released, I dont think he will increase in value since its gonna be harder to guess which trap just based on the cost. The only case I think is that maybe more powerful high cc traps are designed, so this guy helps getting those out 1 turn sooner. Even so, this guy is 1/2 only so keeping him alive might be hard in some matchup, therefore your game plan might be inconsistent.

That's my point, and I think his value will keep decreasing as more traps are released. He is not like some other DP cards which are a bit weak right now but might be useful once they have the right cards to go with.
And his ability can only be used in Constructed, in Meltdown he is even more crappy.

Bad balanced card, if its ability to spread to all the traps until end of turn or resource cost 1 or 0 resources and he would have had 3 0 hit points and attack. So far I do not see him use
