The best would be if you contact the support because the moderators on the forum can't ban people, only the Support.

Honestly since there isn't any name censorship systems in place they should really just change the guy's name and send an in-game mail explaining how to change it to something else and why it was changed in the first place. They should also have to pay the 100 SC as punishment for making a name that shouldn't be allowed in the first place. (no offense, you should know if your name is racists or offensive and you shouldn't be using it, I see no reason to give them a free name change)
Anyways, Heimdall is correct, emailing support would be far better. Despite what I think should happen in this situation, they have their own way of following through on it and reporting it to them will allow it to happen. I do agree we should probably get some name restriction systems in place, but its probably gonna be low priority.
