I see most card suggestions not include rarity, but they should, it's an important part of a card.
What do you think?

No it shouldn't. Even official cards didn't have the correct rarities until not so long ago

It would be interesting to me to see what rarity people would place their card suggestions at and why. I also think it would be interesting for the people suggesting cards to consider how rarity impacts the design of the card. Hopefully some people take this suggestion
Well, at least I'm taking this suggestion.

I have heard it said, rarity is not a method to balance cards.
I do not plan on always adding rarity, though I may, in order to show its commonality or lack thereof. It is method one might use to make a card stand out, but not required for proper design.

Rarity is not a method to balance cards, but the rarity of the cards affects the balance and viability of other parts of the game. For example, Call of the Crystals booster draft is prone to some issues due to the original designers' ideas about rarities. It's not strictly about the power level of common/uncommon/rare/epic (in fact, I'd argue that if you don't have any uncommons with higher utility than a lot of rares, you've done something wrong with your set) and I think that's something that most people don't even think about.
Is there a 'Gold Standard' set with the rarities all in accord, that people should refer to when devising new cards?
How the heck should we assign rarities, while Dark Prophecies rarities are still being adjusted, and you disagree with some of the choices made for Call of the Crystals?
to me, I consider it a way of embellishing the card, not describing its power level.
If I make, say, a piece of half-plate armor... thats common, or uncommon
if I make say Enchanted Emerald Dragon Scale Half Plate... thats Rare.
beyond this.. it comes down to play testing and the meta game.
point being, one should never make anultra powerful card, that is poorly balanced in cost to power, and depend on rarity to compensate that balance. The card is still broken, whether scarce or abundant.
