Being mobile only I've been out of organized play for quite some time due to inherent difficulties with irc and such. And I am as hopeful as everyone else with regard to automated tournament. Which is good, right? Ty anyways.

I'm a new player and I would like to join my first toyrney today!
I have a possibly dumb question. I'm on mobile only so ok I get on irc on time and the matches are played through the android SE client or something?
The irc is used only to coordinate the tourney?

It's how you get in contact with everyone, yeah. The organizer will post the brackets there, and you can get in contact with your opponents there (set up passwords and such for your match).
I'm fairly certain some people just switch back and forth. If you can get another device I guess you could just load it up on there and that would probably work :P.

The worst part is I cannot tell which tournament is about to start or has already ended and the rules are different & very confusing for each one.

Exactly, also many organizers use telegram instead of irc. Forcing you to either d/l telegram or contact the tournament director for other arrangements.

Well, tournaments are made for players in guilds generally and saturated with their own guildies to rise the chances of a guildie's victory, players who aren't affiliated with that guild being misinformed is an advantage. Harsh truths, hard facts. If they have to change from telegram to new one to confuse you, they will. lol. Well...

Just read more if you really seriously into tournaments/popups. Also follow time in GMT+ helps.

Thanks. Just updated some details in the OP. Added Telegram as one of the options to contact opponents and provided link to thread with more details on it. Also I took out the browser based link of the game and IRC given that the browser version of Shadow Era no longer works.
