Hi Chanson, I also have a 3GS and I have not installed the latest version of iOS which my phone says would be 6.0.1 And in Safari I can see the chart and I can scroll the chart down to the bottom by just finger sliding over the chart. Sounds like what you expected with the jailbreaking.

It helped me. Turns out that if I swipe with 2 fingers over the chart area it will just drag the chart, but 1 finger will drag the entire page. Super Grover saves the day once again!
