Yes, you may, though you may not play the same hero all three games of one bo3, so if you keep the same hero in game 1 and 2, they know you have to switch in game 3.
Atleast that's what a careful reading of the post suggests.
Question, are we allowed to change decks in between restarting games for wrong starting player?
I'm assuming not, as it wouldd be lame, but just to be sure.

You meant restarting games to determine who goes first?
Yes, you cannot change decks, of course.
As you said, it would be lame.
The whole idea of Ken's Quick Tourneys as with the same with this new series is to make sure the games do not take too long, hence for my series, players are not allowed to change decks during the 'process of restarting game to determine the correct player to go first', it's to prevent the Rd from taking too long.
(I might change this up from tourney #4 onwards, depending on response/developments.)
Likewise, millstalker is "banned" due to restrictions as per OP.
for the same reason, i am offering interesting tourneys that do not require too much time gaps in-between each games, i.e. no consultation with sideboard in-between games.

Our schedules just conflict all week, and weve tried every last thing like waking up at 5 or going to bed at 12 so we can play each other but it isnt working out so far.
