As titled, I propose the following:
When there is no more possible play this turn, the timer is automatically reduced to 0:10. For example, on the first turn I resource something, and have no 1-drop, the game sets my timer to 0:10 and force me to pass the turn. Of course, if I have a 1-drop instead, I'm forced with the choice of either deciding fast, or to let my opponent know that I have some 1-drop. However I think 10 seconds is a reasonable time limit for such decisions.
