I think the bracket image is being slow to update, which could be causing confusion.

The bracket image embedded in first page of this post is not updated. However if just open the link http://challonge.com/sewc2013asia1, it is updated correctly. Might cause confusion of some players.

How does the organizer judge who gets a bye and who doesn't? Kidatheart got a bye because? I don't see him having any opponent for Round 3.

And how come I am paired for Round 3 against an opponent who has a 1win 1lose record, whereas my record is 2losses? Just need some clarification here. Thanks.

If there's not an even number of people on the same points, some people will have to play people on a different number of points.

What Rayzie said for your second sentence.

Regarding first: the system pairs the last position on the tables, in each round, with a bye, since it has an un-even number of players (45), so it cant pair up all of them (u will see 22 matchups, pairing up 44 players).
The 45th player, the last position ot the table (ofc, in R1, as all were equal, it was a random player) gets a bye. That doesnt show on the round brackets, and it is automatic.
That's also why you see 3 players in the table with 1 bye each, corresponding to each round so far (the bye is given as soon as the round starts up).
To answer you directly, the organizer decides nothing here.

I may not be the suitable person to answer this but let me give it a try.
Organizer doesn't decide who gets bye, challonge does. He just updates the results. (I know this coz I asked him when Round 1 brackets came out).
AFAIK, in Swiss tournament, bye is given to the least scoring player with the lowest seed who is currently kidatheart. I think you got paired with a 1 win, 1 loss opponent coz there were no 2 losses opponent left as when opponents have same score, seeds are taken into account. You have a higher seed than the rest of 2 losses player, thus after leaving a player for bye (as there are odd number of players), rest all were paired with each other and you being the highest were left and paired with a player with 1 win and 1 loss with the lowest seed among them.
