Pc version with a single core CPU - when the game is not in focus on a non web based application (notepad as an example) there is no issue.
If you take focus away from SE and open a web browser (firefox or ie as an example) the CPU runs at 100% and the mouse is laggy and unusable until SE is brought back into focus.

I think it's the Unity3d plugin, not the game per se that's causing this issue. source
