It's not bad, but 300 is a good rating.

Yeah, ATM 300 is considered a good rating, however as the season continues on you'll find that will drop as it gets harder and harder to gain ranking.

At the start of last season you weren't considered good unless you made it to 300, but by the end anyone who had a rank of >260 was considered an expert.

It's not about what rank you achieve at the start of the season, its about if you can maintain it (without camping).

<200 - Generally trash players, not uncommon to see 60+ size decks.
200-250 - Players start playing decent decks, only lose games due to bad luck.
250-300 - Decks have really tightened up at these ratings and majority of players are running the stronger decks.
300-350 - Most players are relatively close to the skill cap for their chosen deck, many players playing decks to abuse the meta.
350+ - 200-250 rated player who is just extremely lucky.

Just keep playing, if you can maintain something like 260+ then you are pretty good.
Top player can easily maintain 300+
Yes it's not about luck. At end of last season, players like younathe dollmaster can still easily reach 300+. because their win ratio is so damn high.

i can't break 260 but i don't drop below 250. anytime i drop, i meet low level players and it's an auto win and i go back up at 250.

Why are you differentiating them? It's more like:

<200 - Human First turn advantage Rush is OP
200-250 - Human First turn advantage Rush is OP
250-300 - Human First turn advantage Rush is OP
