I believe it is because MC needs the ally to be able to attack... so if ally is frozen, ally cannot attack.... if ally cannot attack you cannot use MC...

Actually if the ally cannot attack you can still use MC on it. The ally will just die without attacking its own controller.
As for the OP question, I guess in order for an ally to attack an opposing hero, it must be able to target it. I suppose when an ally attacks its own controller, targeting is not necessary. Interesting...

MC has 2 separate actions after you target the ally:
1. The target ally will attack the hero when it ables to.
2. The target ally will be killed.
when the hero is on stealth or hidden, then the 1st action cannot happen.
when the ally is by any chance cannot die (e.g. via Holy Shield), then the 2nd action will fail.

But if a target I'm MCing is frozen, it shouldn't be able to target anything, correct? I know when I have frozen allies, I cannot do anything with them.

I should clarify... I am able to MC a frozen/webbed ally... it doesn't attack the hero though, it just dies.
Does the ally attack its controller if the opponent has played ITF?

The real issue is that MC is a stupidly broken card that was initially created to balance out the lack of unilateral draw in elemental decks. Its working as intending, but the card itself is just dumb.
