Well to me it's a depiction of a Gorgon, guessing Medusa as she is the most famous of them.

Slender female looking away from you with snakes for hair (though they're more draconic in Redd0t's image). Were she looking at you you'd turn to stone so the looking away bit fits the legend.

That mosaic tip is quite neat. I just colour pick directly from the sample image but I'll give that a go.
