Please note they call for "temporary" bans. I think you may be misunderstanding if you think it's unreasonable. What if, say, a disconnect before turn 4 made you get banned for 15 minutes, in addition to losing the rating? This discourages people from early-quitting on T2 or T3 because they won't save any time, and if your connection is spotty you should probably wait a couple minutes for it to clear up anyway. It is a good sort of system that has been implemented in other games and is effective.
That said, I'd still like to point to the second half of my post where I said it would be a much better idea to give the rating to the winning player in these cases
